» As shown on the main page of this dossier, Joseph FERRAYE had registered his two patents at the INPI (l'Institut National de la Propriété Industrielle), (French National Institute of Industrial Property) the head of which was Dominique STRAUSS-KAHN (Socialist).

» Besides INPI, Dominique STRAUSS-KAHN was also in charge of IFP (French Institute of Petroleum) and ELF with its well-renowned scandals!
» He was particularly involved with the Kuwaiti Government, in the person of Ezzat JAAFAR, advisor to the father of the current Emir of Kuwait Jaber Al Ahmad AL SABAH. This "Emir" (sic!) was prosecuted, together with the State of Kuwait by the High Court in Paris on 6 March 2001.

» Mr. STRAUSS-KAHN's secretary, Mrs Evelyne DUVAL managed the scheme in Geneva in collaboration with Alfred SIRVEN. Evelyne Duval received part of her salary from one of the ELF, branches without having rendered any service officially to the French petroleum group...
» Following the difficulties encountered in extinguishing the burning oil wells by the usual means, Hmoud AL RAQBAH (at that time Kuwaiti Minister for Petroleum), instructed by Jaber Al Ahmad AL SABAH, dispatched Ezzat JAAFAR to see Joseph FERRAYE in France.
» The patents for the two systems of extinguishing and capping of burning oil wells had been registered on 2 May 1991, when Joseph FERRAYE divulged details of his extinguishing system to Victor GEBRANE & Ezzat JAAFAR and these two zealots immediately involved Dominique STRAUSS KAHN in order to obtain the two systems.
» Lhe extinguishing system was of no value without the capping system eand as head of INPI (French National Institute of Industrial Property) STRAUSS-KAHN, was responsible for the safeguarding of the two patents...
» On 9 May 1991, the use of the extinguishing system gave credibility to the capping system which Kuwait had obtained illegally through STRAUSS-KAHN!
» On 13 May 1991 Michel ROCARD, the then French Prime Minister, signed the decree 91432, relieving STRAUSS-KAHN of his responsibilities as head of INPI, thereby eliminating the links between INPI, ELF and the IFP with the sole aim of covering up the involvement of STRAUSS-KAHN.
» During the above-mentioned period of "incubation", while Michel ROCARD was still the Prime Minister, STRAUSS-KAHN used his position to demand the technical information concerning the systems from the INPI, then transmitted it to the IFP and to ELF.
» LThe patents were registered in April and May 1991 at the INPI in Paris. The international extension was affected within the correct time frame at the OMPI (Organisation Mondiale de la Propriété Intellectuelle - World Organisation for Intellectual Property) as proved in the following documents showing the systems of extinguishing and capping burning oil wells registered in the name of Joseph FERRAYE.
» Reports from international precedence research established by the EPO (European Patent Office) proved that the two systems were indisputably new. This was confirmed by the Petroleum expert Geraud VITRAC on 23.03.1997 !
» According to international conventions on intellectual property, France has an "incubation period" during which the administration is strictly bound to keep details of the patent confidential for a period 18 months, which in this case would have expired in October 1992.

| » By letter, on 26 July 1991, Dominique STRAUSS KAHN recommended the French group HORWELL to carry out the work of extinguishing the burning oil wells in KUWAIT.
